New Cumberland

Hydroelectric Project

The New Cumberland Hydroelectric Project (P-15045) will add hydroelectric capacity to the U.S. Army Corps of Engineers New Cumberland Locks and Dam on the Ohio River, transforming it into a source of clean, reliable energy.

Located in Hancock County, West Virginia, this 19.99 MW facility will generate enough electricity to power over 14,500 homes each year—without storing water or altering river operations, which will remain fully under USACE management.

By harnessing the untapped hydroelectric potential of this federal facility, the Project will deliver affordable, baseload renewable power to the regional grid—meeting growing electricity demand while strengthening energy security across the region.

Why it Matters

  • Baseload Energy: Produces over 152,350 MWh annually of carbon-free, baseload electricity.

  • Community Impact: creates long-term jobs, supports local business, and contributes to regional tax revenue.

  • Environmental Benefits: Preserves natural river flow and boosts water quality.

  • Recreation Boost: Improves fishing opportunities and expands public access to the Ohio River.

  • Economic Boost: Expected to employ 250+ workers during the three-year construction phase, with labor sourced locally and regionally.

Looking Ahead

Construction is expected to begin in early 2026. Once online, the project will operate for more than 50 years, delivering lasting benefits to the region.
